Beware of fraud

Regarding fraud prevention associated with an invitation to participation in procurement procedures

Rosneft’ Security Service identified cases of fraud by third parties who invite suppliers of goods and services to participate in closed procurement procedures allegedly organized by PJSC Rosneft Oil Company or its subsidiaries on behalf of the Company.

The invitations are sent via electronic mailboxes of domains that do not belong to the Company or its subsidiaries, including:

rnzakup.ru, rntender.ru, snabzhenie-rn.ru, rn-torg.ru, bash-neft.com, aobash-neft.ru, zakupki-rn.ru, el-torg-rf.ru, togten.ru, rotender.ru, dotdl.ru, rn-standart.ru, rn-opt.ru, rn-broker.ru, rn-msk.su, msk-rn.ru, r-nft.ru, rn-info.online, oilazsneft.ru etc., аnd also from other anonymized servers (org-site.ru, ast-auction.ru, internet.ru, contodl.ru)

In doing so, fraudsters require certificates from potential procurement participants which is not stipulated under the law of the Russian Federation.

In response to received appeals, Rosneft informs:

The Company does not send invitations to participate in procurement procedures from third-party domains.

We urge you to exercise the utmost vigilance and do not respond to doubtful offers from those who cannot be positively identified.

Please note that such actions may constitute fraud.

If you were misled by one of these offers, you should apply to the law enforcement within the framework of national legislation.

Dear Sirs or Mesdames,

Recently, cases of fraudulent acts on behalf of Rosneft and Group Companies have become more frequent.

In particular, on the Internet, scammers promise intermediary services for concluding relevant contracts and ask for an advance payment. To create an illusion of their belonging to Rosneft, they provide a link to the Company's website and provide corporate contact information, including the name and position of representatives of the management of Rosneft.

Thus, during July-August 2017, there was an increase in the number of requests from customers of the Company regarding offers to participate in tenders for the procurement of hydrocarbons with a link to the website: tender-rosneft.ru, which is almost identical to the official website of the Company: http://tender.rosneft.ru .

If necessary, under facts of fraud, you should contact the law enforcement authorities within the framework of national legislation.
The management of Rosneft strongly recommends to ignore dubious business offers and never transfer any funds.
